Tokyo Bay Kannon stands in Kokubo, Futtsu City, Chiba Prefecture. It was built as a prayer for peace and a memorial to those who died in the war, especially in light of the many lives lost during the Tokyo air raids.
Over time, however, the site has also become associated with unsettling stories. Visitors have reported hearing a “mysterious voice,” and one rumor says that if someone honks a car horn, handprints appear all over the windows. Others claim they have heard a woman’s voice coming from outside the car.
Because the area has also been linked to a number of suicides, stories of strange phenomena and frightening experiences continue to circulate. These accounts remain rumors and personal testimonies rather than confirmed events, but they have helped make Tokyo Bay Kannon one of Chiba’s more quietly eerie spots.
If you visit, treat the site as a memorial as well as a sightseeing location. Go during safe visiting hours, follow local rules, and avoid entering restricted or dangerous areas.
