When people talk about haunted places in Fukuoka Prefecture, the name that comes up first is almost always Inunaki Pass. With its history of real deaths, accidents, and violent incidents, it is often described as one of the most frightening haunted spots in all of Japan.
At the center of the legend is the Old Inunaki Tunnel, a closed-off tunnel on the former road through the pass. The tunnel is famous enough as a haunted site on its own, but the rumors go even further: beyond it, some say, lies the legendary Inunaki Village, a place where the Constitution of Japan supposedly does not apply.
Below is a summary of Inunaki Pass, the Old Inunaki Tunnel, the Inunaki Village legend, and four real incidents and accidents associated with the area.
Reported hauntings at Inunaki Pass
Over the years, many ghost stories and strange experiences have been connected to Inunaki Pass.
Common claims include cars losing their brakes on the downhill road, vehicle instruments and electronic devices malfunctioning, and visitors experiencing sleep paralysis or sudden physical discomfort after approaching the area.
As with many famous haunted places, these are stories and rumors passed around by visitors and horror fans. Still, the reputation of Inunaki Pass has only grown darker because the area is also connected to real incidents.
Where Inunaki Pass and the Old Inunaki Tunnel are located
Inunaki Pass lies around the mountains on the border between Miyawaka City and Hisayama Town in Kasuya District, Fukuoka Prefecture.
Today, traffic uses the New Inunaki Tunnel on Prefectural Route 21. Some people say paranormal experiences happen around the new tunnel as well, but the place with the most infamous reputation is the Old Inunaki Tunnel, whose official name is Inunaki Zuido.
In 1975, after the New Inunaki Tunnel opened, the route to the old tunnel was rerouted and the old tunnel road became an abandoned former road. Today, the Old Inunaki Tunnel and the old road leading to it are, in principle, off limits. The area has been closed because of collapse risks, illegal dumping, vandalism, and crime concerns.
If you are traveling in the area, do not cross fences, ignore warning signs, enter blocked tunnels, or attempt to access restricted roads. Conditions and access rules can change, and the site is not maintained as a tourist attraction.
Access status and safety notes
On the Hisayama Town side, the road toward the tunnel is relatively direct, but it has been closed for security reasons. Barriers block passage, security cameras have been installed, and signs reportedly warn that trespassers will be reported to the police.
On the Miyawaka City side, near Inunaki Dam, the old road has a gate that restricts vehicle access. It may look completely closed, but the source notes that a hiking trail from the Kawarankochi area of Mount Inunaki connects with this route, so hikers may be allowed to pass through certain sections as part of the mountain trail. Even so, visitors should confirm current local rules before going and stay only on legal, marked routes.
For those visiting the general area by car, Inunaki Dam has parking along Prefectural Route 21. Older accounts describe walking from the dam toward the New Inunaki Tunnel and reaching the gated old road after about 15 minutes. From there, it was said to take another 15 minutes along the former road to reach the Old Inunaki Tunnel.
Along the way, people have reported seeing the hiking trail toward Mount Inunaki and a monument commemorating the opening of the Inunaki Tunnel. The old tunnel itself is now sealed with concrete blocks and cannot be entered. Older reports mention a small gap, but no one should attempt to enter, widen, damage, or bypass the closure.
Back when the tunnel was still accessible, one rumor claimed that if someone drove through it in a white car, red handprints like bloodstains would appear all over the vehicle.
And according to the most famous legend, the road beyond the Old Inunaki Tunnel led to the lost Inunaki Village.
Before getting into that legend, however, it is important to look at the real crimes and accidents connected to the area.
Real incidents and accidents associated with Inunaki Pass
The dark reputation of Inunaki Pass does not come only from ghost stories. The Old Inunaki Tunnel was also the site of a brutal murder case described as occurring in the late 1990s.
According to the story, five youths abducted someone they knew, assaulted the victim, poured gasoline over the person while they were still alive, and burned them to death.
Haunted places are often isolated, dark, and away from public view. Because of that, they can also become gathering places for delinquents or people looking for trouble. The more hidden a place is, the easier it is for real incidents to occur.
On January 13, 2000, a woman’s skeletal remains were discovered at Inunaki Dam. The details were unclear, and the full picture of the case has reportedly never been fully explained. Some say the lingering resentment of victims like these may have added to the area’s haunted reputation.
There is also a common claim that people who go to Inunaki Pass for ghost hunting will suffer an accident on the way home.
One example often mentioned is a car accident in Kitakyushu on June 28, 1992. A car carrying ten boys crashed into a utility pole. Fortunately, no one died, but many were seriously injured, and the accident became well known because it happened on the way back from a ghost-spot visit to Inunaki Pass.
Another accident occurred on February 10, 2001, in Fukui, Nijo Town, Fukuoka Prefecture. A kei car carrying five youths collided head-on with a two-ton truck. Four people died. According to the one survivor, they had been on their way to Inunaki Pass to look for ghosts.
The legend of Inunaki Village
The most famous rumor about the Old Inunaki Tunnel is that beyond it lies Inunaki Village, a settlement that was supposedly erased from Japanese maps.
According to the legend, cell phones receive no signal there, and the residents reject modern science and civilization. Horror fans often compare the idea to NGL from the manga Hunter x Hunter.
At the entrance to the village, people say there is a sign reading:
> Beyond this point, the Constitution of Japan does not apply.
Some claim this sign was seen back when the Old Inunaki Tunnel was still open.
The legend says Inunaki Village has existed since the Edo period. One version claims it was created by people who had been persecuted and forced out of normal society. Another version says that during an epidemic, infected patients were driven into the village against their will.
Either way, the story portrays Inunaki Village as a closed community cut off from ordinary society. The people there are said to have inherited generations of resentment toward the outside world.
Another rumor tells of visitors who reached the village and saw the wreckage of a white sedan abandoned in the village square. Its license plate was said to be from Shimane Prefecture.
The story goes that a couple from Shimane once traveled around haunted spots in Fukuoka and entered Inunaki Village out of curiosity. There, villagers armed with sickles and hoes allegedly dragged them from their sedan and killed them.
Was the abandoned white sedan the couple’s car? No one can verify the story, but it connects eerily with the other rumor about white cars entering the Old Inunaki Tunnel and later showing red handprints like blood.
Final notes
Inunaki Pass, the Old Inunaki Tunnel, and the Inunaki Village legend remain among Fukuoka’s most famous horror stories. The area’s reputation is shaped by both urban legends and real incidents, which makes it especially unsettling.
Fukuoka Prefecture has many other well-known haunted locations, including Ushikubi Dam, Rikimaru Dam, the Old Chuo Tunnel, and Nanbata Dam.
The Old Inunaki Tunnel may still be visible from certain areas, but access is restricted and the tunnel itself is sealed. 。犬鳴峠 とは、福岡県宮若市と福岡県糟屋郡久山町との境（犬鳴山）をまたいで存在している峠のことを指します。犬鳴峠には現在トンネルが開通しています。これが 「新犬鳴トンネル」 で、県道21号線にあたります。犬鳴峠の心霊現象は、この新犬鳴トンネルでも起こるといわれています。しかし本当にヤバいのは、この犬鳴峠にある 旧犬鳴トンネル （正式名称は「犬鳴隧道（いぬなきずいどう）」）です。新犬鳴トンネルが開通したことで、旧犬鳴トンネルにつながる道が新犬鳴トンネル側に付け替えられたのが1975年のこと。
そのため旧犬鳴トンネル、およびそこに向かう道は 旧道 （現在の主要道路ではない道路）となりました。さらに現在では、旧犬鳴トンネルとそこに向かう旧道は 原則立ち入りが禁止 され、廃道になっています。崩落の危険などのほか、不法投棄や不良のたまり場になってしまっていたからです。実際に、凄惨な殺人事件も……。。では旧犬鳴トンネルには、どうやって行ったらよいのでしょうか？。久山町側 はトンネルには行きやすいのですが、先ほど書いた通り、防犯上の理由で 閉鎖 されています。
柵で通行止めになっているほか、防犯カメラも設置され、 不法侵入者は警察に通報される というむねの看板が立っています。宮若市側（犬鳴ダム側） の旧道は、開閉式の柵があり車の通行が規制されています。一見、通行止めに見えるのですが、実は犬鳴山の河原之河内(かわらんこうち)から続く登山道がここにつながっているため、 登山者なら登山道として通ることが許可されています 。車で行くなら、 犬鳴ダムの駐車場 を利用しましょう。犬鳴ダムは若宮氏の県道21号沿いにある県営ダムです。
犬鳴ダムから新犬鳴トンネル方面へ徒歩で向かいます。徒歩15分ほどで、旧犬鳴トンネルに続く、 柵で閉鎖された旧道 に着くはずです。。。この柵から旧道を進むこと15分、 旧犬鳴トンネル に到着します。途中には 犬鳴山への登山道 がうかがえるほか、 犬鳴隧道の開通碑 が目に入るでしょう。そして開通碑の右側に旧犬鳴トンネルがあるのですが、 現在はコンクリートブロックでふさがれていて、入ることはできません 。ほんの少し隙間が空いているので、中をのぞくことはできます。
また当然、かつては中に入ることができました。トンネルに入れた当時は、白い車で行くと、車のいたる所に赤い血で染められた手形がついたりしたそうです。。この旧犬鳴トンネルを抜けた先には、 日本の地図から消されてしまった「犬鳴村」 が広がっているという伝説があります。と、ここで犬鳴村伝説のお話に入る前に、 旧犬鳴トンネルで実際に起こった、凄惨な殺人事件 について紹介したいと思います。。この事件を知ったら、トンネルが現在ではブロックでふさがれてしまったのも納得のはず……。
犬鳴峠（旧犬鳴トンネル）で実際に起こった4つの惨殺事件と死亡事故。。福岡県の最恐心霊スポット、犬鳴峠の逸話はこれだけでは終わりません。旧犬鳴トンネルでは、1990年代後半に 凄惨な殺人事件 が起こっているのです。5人の少年が知り合いの人間を拉致、リンチを加えたうえに生きたままガソリンをかけ、焼き殺したといいます。。心霊スポットは基本的に人目につかない場所や、薄暗いところが多いので、同時に総じて 不良やヤンキーのたまり場 になりがちです。
人目につきにくいということは、 事件も起こりやすい ということ。実際に2000年1月13日には、犬鳴ダムで 女性の白骨死体が発見される という事件が起こっています。詳細は不明とのことで、現在も事件の全貌は明らかになっていません。そんな事件の被害者の無念が、さらなる心霊現象を呼び起こしているのかもしれません。。そんな犬鳴峠で心霊スポット探検に行った帰りには、必ず 事故 に遭うといいます。たとえば1992年6月28日の、北九州市の自動車事故です。
。少年10人が乗った自動車が電柱に激突。幸い死者はでなかったものの、重傷者が多く有名になりました。犬鳴峠への心霊スポット探検を行った帰り道 での事故でした。また2001年2月10日、福岡県二丈町福井では、少年ら5人が乗った軽自動車が2トントラックと正面衝突を起こしています。。4人が死亡したとのことですが、生き残った1人によれば、 犬鳴峠に幽霊を見に出かけた 先での事故だったようです。日本国憲法通用セズ！地図から消された「犬鳴村」伝説。。
この旧犬鳴トンネルを抜けた先には、日本の 地図から消されてしまった 「犬鳴村」 があるといいます。犬鳴村には携帯電話の 電波も一切届かず 、現代の 科学文明を拒否 した人たちが、今でもひそかに暮らしているとされます。まるで漫画 『HUNTER×HUNTER』 の 「NGL」 のようですね。村の入り口には、 「コノ先、日本国憲法通用セズ」 と書かれた看板があるそうです。旧犬鳴トンネルがまだ通じていたころ、見たものがいるといいます。犬鳴村は 江戸時代 からあるといわれます。
一般社会から隔離され、 迫害された人々 が寄せ集まって作られた村という説があるからです。また別の説では、 疫病 が流行したときに、その病にかかった患者たちを犬鳴村に無理やり追いやったとも……。どちらの説にしろ、犬鳴村の人たちは通常社会から完全に隔絶された場所に追いやられ、閉鎖的な村の生活を送らされたのです。。犬鳴村には現在でも、迫害された経験を子々孫々まで受け継いだ人々が住んでおり、外の社会の人間に対する恨みをもっていると伝えられます。
。。また犬鳴村に行った者が、村の広場に放置された、 白いセダン の残骸を見たという話があります。この白のセダンのナンバープレートは、 島根 のものでした。かつて、島根県から福岡県の心霊スポットを巡っていたカップルがいました。犬鳴村の噂を聞いて面白半分で村に入ったところ、 鎌やクワをもった村人たちにセダンから引きずり降ろされ、殺された という事件があったといいます。。放置された白のセダンは、この事件の被害者のものだったのでしょうか……。また先に話したように、旧犬鳴トンネルに 白い車 で入ると、 赤い血の手形 がつくといわれています。
