English Version

In Japanese occult and conspiracy circles, people and events connected to the Greater East Asia War—more commonly known overseas as the Pacific War or part of World War II—are often discussed from unusual angles. One of the most unsettling claims is the so-called “3S Policy,” also written as “SSS.”

According to this theory, the 3S Policy was introduced after Japan’s defeat in the war. It is described as a frightening attempt to weaken Japan and the Japanese people by “dumbing down” the public.

What Are the Three S’s?

The three S’s are said to stand for:

  • Screen: movies and visual entertainment
  • Sports: athletic events and sports culture
  • Sex: the sex industry

At first glance, these may not sound especially sinister. Movies, sports, and adult entertainment can all be seen as ordinary forms of leisure.

But in the 3S theory, the purpose was not to enrich people’s lives through entertainment. Instead, the claim is that these pleasures were used to draw public attention away from politics. By making entertainment feel more appealing than political engagement, the policy allegedly aimed to turn voters into a passive, easily controlled population.

Supporters of this theory argue that postwar Japan did, in fact, become increasingly absorbed in immediate entertainment rather than politics.

Yasuoka Masahiro and the 3R, 5D, and 3S Policies

The thinker Yasuoka Masahiro is often quoted in discussions of postwar policy. In his book Creating Destiny: Lectures on Human Studies, he wrote:

> The Japanese people gladly accepted, conformed to, and even took advantage of these 3R, 5D, and 3S policies, which completely hollowed out Japan. Ambitious people appeared as a result. The Japan Teachers’ Union is a representative example. In addition, corrupt labor unions and the decay of the press were all born from these policies.

The “3R” in this framework is said to mean:

  • Revenge
  • Reform
  • Revive

The “5D” is said to mean:

  • Disarmament
  • Demilitarization
  • Disindustrialization
  • Decentralization
  • Democratization

Within this theory, the 3S Policy was allegedly used to prevent public resistance to these larger postwar changes.

If the sex industry was opened up and entertainment increased, life might appear to have become richer. But according to the theory, this was a way to distract Japanese people from the deeper impact of the 3R and 5D policies.

By giving people entertainment as an outlet, the public’s attention could be redirected away from politics. Then, if education and the media were also used to shape information, the theory claims that public opinion itself could be controlled.

One element of the 3R was “revenge.” The article argues that if occupation policies had been imposed too openly immediately after the war, strong Japanese resistance would have been inevitable. Although Japan had lost the war, it had previously defeated major powers such as Russia and China, and its people were known for unity and diligence. For that reason, the occupiers may have wanted to avoid provoking a major backlash.

In this interpretation, entertainment became a way to relieve stress and soften the psychological pressure of postwar occupation.

Did the 3S Policy Succeed?

“Does that mean wanting to play games instead of watching political news?”

“Yes, exactly.”

“But people naturally want to do fun things…”

“…”

The idea of a policy designed to dumb down the Japanese people is disturbing. Supporters of the 3S theory argue that it succeeded.

They connect it to many aspects of postwar Japan: education centered on memorization, the creation of politicians and parties that followed the United States, media messaging that portrayed America as correct, obedience to teachers, and even import policies. In this view, all of these were part of the postwar transformation of Japan.

The article also argues that, in schools, there have been few opportunities to learn what it calls “correct history.” Some people were taught that “Japan invaded” or that Japan “did terrible things to Korea,” while fewer educators explained what the article presents as the real reasons World War II began.

Meanwhile, the public became absorbed in entertainment. In the National Diet, the article says, debates have often focused less on policy and more on opposition parties searching for scandals, such as the cherry blossom viewing party controversy or questions over kindergarten land deals.

When news reports say that North Korea has launched ballistic missiles while lawmakers boycott the Diet over missing guest lists for a cherry blossom viewing party, the article argues that it is understandable why some people would say the 3S Policy succeeded.

Can the Internet Break the 3S Policy?

The 3S Policy, as described by this theory, was meant to direct people toward entertainment and away from politics. In other words, it blurred information that might have been inconvenient for the public to know.

But that was easier in an era when information was limited and it was difficult for individuals to share their own views widely.

Now that the internet is widespread, people can access information from around the world—information that may not be taught in schools or reported on television. The article argues that while the alleged 3S Policy still leaves scars on Japan, today’s information society has encouraged Japanese people to take a renewed interest in politics and history.

The phenomenon sometimes mocked as “net-right” or “online right-wing” is described here as one example. The article argues that people who seek and speak what they believe to be the truth are not necessarily “right-wing,” and that it may be more accurate to call them proper liberals.

From this perspective, the growth of the internet may become one factor capable of breaking through a system that discouraged political interest.

Summary

The alleged postwar 3S Policy is described as a terrifying attempt to dumb down the public by giving people entertainment and drawing their attention away from politics.

Whether viewed as a conspiracy theory, a political interpretation, or a dark postwar legend, the idea continues to circulate in Japanese occult and online discussion spaces. The hope expressed in the article is that the spread of the internet may help people look past distraction and take a deeper interest in politics and history.

screen… sports… sex…

Revenge…

Disarmament…
