If you look at a world map, you will find a region within China called the Xinjiang Uyghur Autonomous Region. Today it is treated as one of the autonomous regions of the People’s Republic of China. But according to the view presented in this article, the Uyghur homeland was once East Turkestan, and it was brought under Chinese control after an invasion by the People’s Liberation Army.
In recent years, the repression of Uyghurs has become an international issue. But for many decades after China moved into the region, the international community, including Japan, did little to help the Uyghur people.
Who Are the Uyghurs?
The Uyghurs are a people of Central Eurasia. They have historically lived across areas including China and Kazakhstan, and many are Muslims. Their language is Uyghur, and their traditional cuisine, often using camel or lamb, is said to be very flavorful.
There are several theories about the origins of the Uyghurs. One theory traces their history back to the 9th century.
The People’s Liberation Army Enters Uyghur Lands
On October 13, 1949, the People’s Liberation Army began its advance into Uyghur territory.
Until then, the area had been governed by what the article refers to as the former ETR. From around the summer of 1949, the People’s Liberation Army had already been placing various kinds of pressure on the region. After making political preparations, China sent its military into Uyghur lands in October 1949, and by the following spring it had taken control of the vast territory.
There were movements of resistance, but they could not match the overwhelming power of the People’s Liberation Army. The land fell under Chinese control, and afterward, Uyghurs came to face repression.
Why Is the Uyghur Invasion Not Treated as a Major Issue?
The People’s Liberation Army’s entry into Uyghur lands can be argued to be a clear violation of international law. Reports of human rights abuses and persecution have also continued. Taking the land of a largely defenseless people by force is widely seen by critics as contrary to modern international rules and the principles of the United Nations.
Even so, Japanese media has rarely given sustained attention to what China did in Uyghur areas or what forms of repression have been reported there. In reality, many people still do not know how severe the situations in both Uyghur regions and Tibet have been described as being.
China’s Seat on the UN Security Council
When a country violates international rules, the United Nations Security Council can be convened. Security Council resolutions are considered legally binding. However, the five permanent members — the United States, the United Kingdom, France, China, and Russia — each hold veto power. If one of them uses that veto, the resolution fails.
In other words, even if other countries were to argue that the People’s Liberation Army’s actions in Uyghur lands violated international rules, China could use its veto, making such a resolution impossible to pass.
A Symbol of Anti-China and Anti-Communist Sentiment
The Uyghur issue, like the Tibet issue, has become extremely sensitive partly because it has come to be seen as a symbol of anti-China or anti-Chinese Communist Party politics.
In China, freedom of speech is heavily restricted, and online expression is also controlled. In that environment, the issues of Uyghurs and Tibetans can become powerful examples used by some critics to condemn the Chinese government.
When that happens, the Chinese government tends to further restrict speech and activism related to the issue. As backlash grows among Uyghurs and Tibetans, repression against them can become even harsher.
“Incursion” or “Invasion”?
Under today’s international rules, aggression is prohibited. However, some argue that the People’s Liberation Army merely “entered” or “advanced into” the region, rather than committing an “invasion” or “act of aggression.”
When many people are exposed to violence and their lives are in danger, debates over definitions may seem meaningless. But unless the line between an incursion and an act of aggression is made clear, it becomes difficult under international frameworks to condemn the actions of the People’s Liberation Army.
The article points to UN Resolution 3314 and the argument that an incursion alone is not always treated internationally as aggression unless it involves annexing another country. It also notes the view that if a foreign power militarily occupies an enemy state and then establishes a new state there, it may not be defined as aggression in the same way.
In short, the definitions of “incursion” and “aggression” can become vague. That does not make it acceptable for such events to be overlooked, but in reality, that is what can happen.
Isn’t that terrible?
Yes. It truly is.
Is This Similar to the Hong Kong Movement?
There are differences, but the fear felt by many people in Hong Kong and Taiwan toward China may be rooted partly in the realities seen in Tibet and Uyghur regions.
For travelers, Xinjiang and related political topics are sensitive. If visiting the region or discussing these issues abroad, stay aware of local laws, avoid risky confrontations, and rely on reputable human rights and news sources for current information.
Summary
The Uyghurs are a Central Eurasian people who, according to this article’s perspective, once lived quietly in a country known as East Turkestan. After the People’s Liberation Army took control, Uyghurs continued to face persecution.
The specific details of China’s repression of the Uyghur people will be covered in a future article.
