In this series, we have been looking at refugee issues through the lens of occult and dark history. This time, the focus is on the Indochinese refugees. For many readers, the term may not immediately ring a bell. So what exactly happened, and how did Japan become involved?
What Were the Three Countries of Indochina?
The three countries usually referred to here are Vietnam, Laos, and Cambodia.
When these countries shifted to socialist systems, people who could not adapt to the new order, or who feared persecution under it, fled their homelands. These people came to be known collectively as Indochinese refugees.
More Than 1.44 Million Refugees
From 1975 onward, Vietnam, Laos, and Cambodia moved one after another toward socialist rule. As political systems changed, people who felt they could not live under the new governments, or who believed they might be persecuted, escaped to neighboring countries by land and by sea.
The total number of Indochinese refugees exceeded 1.44 million.
Some fled overland into nearby countries. Others escaped by boat, and those who crossed the sea this way became known as the “boat people.” The number of boat people reached its peak between 1979 and 1982.
Of the roughly 1.44 million refugees, about 1.3 million eventually resettled in countries such as the United States, Japan, Australia, and Canada.
Reported numbers of Indochinese refugees accepted by country include:
- United States: 823,000
- Australia and Canada: 137,000 each
- France: 96,000
- Germany and the United Kingdom: 19,000 each
- Japan: 11,319
- Israel: 400
Japan is often described as a country that accepts very few refugees. However, in the case of the Indochinese refugees, Japan accepted more than 10,000 people.
Who Were the Refugees?
A total of 1.44 million people is roughly comparable to the population of Okinawa Prefecture. It was an enormous refugee crisis.
Many of those who fled were ethnic Chinese. Under socialist systems, restrictions on private assets and nationalization policies often intensified. Combined with ethnic tensions, this led large numbers of overseas Chinese communities to leave.
Reeducation Camps and Mass Violence
For someone to abandon their country and flee abroad is not a small decision. It means that something so severe happened at home that escape seemed like the only option.
Around this time, Cambodia saw the rise of the Pol Pot regime, which attempted to control society through the massacre of intellectuals and others. Pol Pot’s government forced people into agricultural labor and killed those connected to the former system, including officials, doctors, lawyers, teachers, and people who could speak foreign languages.
In reality, many people were murdered at places such as the Killing Fields and S-21.
In Vietnam, the government sent around 100,000 South Vietnamese people to reeducation camps. In Laos, influenced by the situation in Vietnam, the Lao Patriotic Front took control of the country and moved it toward socialism. In the capital, demonstrations on the scale of 20,000 people took place, but in the end the socialist system was adopted.
As a result, people connected to the former regimes, as well as those who could not accept the new systems, became refugees.
Even after leaving their homelands, refugees could not simply relax and feel safe. They traveled on foot or by boat, and some likely collapsed or died along the way. For those who escaped by sea, there were dangers of capsizing or drifting helplessly. Even after reaching another country, they were often treated as illegal entrants.
Refugee camps, too, were far from comfortable or secure places.
What Did the United Nations Do?
Behind the Indochinese refugee crisis were unstable political conditions, massacres, reeducation camps, and the threat of persecution.
In response, the Office of the United Nations High Commissioner for Refugees reached an agreement in 1979 that allowed legal departure from Vietnam for humanitarian purposes.
This was known as the Orderly Departure Program, or ODP. Through this program, about 600,000 Vietnamese people were able to leave the country legally.
It is not that the United Nations and neighboring countries did nothing. Even so, they could not stop the reeducation camps or the killing of civilians by their own governments.
Japan and the Refugee Convention
There is one especially striking point about the Indochinese refugee issue.
The shift to socialist systems was one of the major causes of the refugee crisis. Yet in 1979, when the Indochinese refugee crisis reached its peak, Japan had not yet joined the Refugee Convention.
In other words, at that time Japan had no legal obligation under the convention to accept refugees.
Japan joined the Refugee Convention in June 1981. And Japan did accept Indochinese refugees.
Why did Japan join at that moment?
Another major factor behind Vietnam’s move to socialism was the failure of American intervention. When we look at the scale of the crisis—1.44 million refugees—it is hard not to wonder whether Japan felt pressured to join the convention in order to help deal with a refugee problem that, in some sense, had been created by the Cold War and the Vietnam War.
That remains a question worth considering carefully.
Summary
The Indochinese refugees were people who fled after Vietnam, Laos, and Cambodia shifted to socialist systems from 1975 onward.
Japan accepted more than 10,000 Indochinese refugees. In total, the number of people who escaped reeducation camps, the Pol Pot regime’s genocide, and other forms of persecution reached 1.44 million.
Japan joined the Refugee Convention after the refugee crisis had already begun. Was there a particular reason for that timing? The question still leaves an uneasy feeling.
