For generations, the legend of the Tokugawa buried treasure has been told as one of Japan’s great urban legends. Yet it has never been conclusively found. At most, only a few objects that some people believe may be connected to the treasure have surfaced, such as small statues and other unusual items.
There was even a large-scale excavation featured in a TV special, reportedly costing around 350 million yen, but it failed to produce results. So why has the Tokugawa treasure never been found? The dig was not carried out simply for ratings, which is why many people still wonder what happened.
This article explains the mystery in a simple way.
What Is the Tokugawa Buried Treasure?
The Tokugawa buried treasure is said to be a secret war chest hidden underground by the Edo shogunate around 1867, when political power was returned to the emperor. According to the legend, the money was meant to fund a possible restoration of the shogunate.
The funds were supposedly stored in Edo Castle. However, when the new Meiji government went to investigate, the treasury was empty. This is often described as the starting point of the buried treasure legend.
More than 150 years have passed since 1867, but only about six or seven items have been unearthed that some people associate with the treasure. These include a golden statue, a copper plate with unreadable writing, and a copper lamp dish.
Even the excavation projects shown on television did not discover a decisive clue. If the treasure truly exists, it may still be buried in a condition not very different from when it was first hidden.
If it exists, its value has been estimated at roughly 50 to 300 billion yen in modern money. That enormous figure is part of what makes the legend so romantic and enduring.
Why Hasn’t It Been Found?
There are three main theories about why such a vast treasure has never been discovered.
The Location May Be Wrong
The first possibility is that the treasure is not buried in the place described in surviving documents and legends.
According to the story, Ii Naosuke originally decided that the treasure should be buried at the foot of Mount Akagi in Gunma Prefecture. After Ii Naosuke was killed by Arimura Jizaemon during the Sakuradamon Incident, the task is said to have been taken over by Hayashi Kakusen.
Excavations have been carried out around Mount Akagi many times. At times, searchers even used radar and other equipment designed to detect metal underground. Even so, the treasure was not found. For that reason, some people believe the real location may be somewhere else entirely.
Mount Akagi is a real area visited by hikers and travelers. If you go, stay on public paths, follow local rules, and do not dig or enter restricted land without permission.
It May Never Have Been Buried
This may ruin some of the romance, but another possibility is that the Tokugawa buried treasure never existed in the first place.
At the time, the shogunate was facing serious financial problems. Because of that, it is difficult to imagine it still possessed a massive amount of wealth ready to be hidden away. It is possible that a rumor about buried treasure spread, grew more dramatic over time, and became the legend we know today.
Still, because various documents and accounts exist, it is also difficult to completely deny the possibility of the treasure’s existence.
Someone May Have Already Found It
A less likely possibility is that the Tokugawa treasure was already found by someone long ago.
Many people have searched around Mount Akagi over the years. It is possible that someone happened to discover it and secretly hid or kept it so that others would not take it.
However, there are no known stories of a local family suddenly becoming extremely wealthy because of such a discovery. For that reason, this is probably the least likely of the three theories.
Could It Still Be Found?
The chance that the Tokugawa buried treasure will be discovered in the future is not zero, but it seems extremely low.
Large, expensive searches using modern technology have already been carried out, so it is unlikely that another major excavation will happen easily. Even if the treasure were found, it might be claimed or seized by the government, meaning the dream of getting rich overnight would not be so simple.
Even so, the legend remains very much alive. As long as the mystery continues, someone may still decide to take up the search.

Japan has long been a country rich in buried treasure legends. After all, it was once known overseas as the “Land of Gold,” and gold mining was actively carried out in various regions.
Toyotomi Hideyoshi, for example, was famous for using large amounts of gold and even creating a golden tea room.
The Tokugawa buried treasure is only one of many such legends. Whether fact, rumor, or a story that grew larger with time, it remains one of Japan’s most fascinating historical mysteries.

。公開日：2019年11月7日 更新日：2020年3月15日 。徳川埋蔵金とは。。そもそも徳川の埋蔵金について理解していないと首をかしげる部分があると思いますのでざっくりと解説していきます。徳川埋蔵金は 1867 年に江戸幕府が大政奉還時に、内密で地中へと埋めたとされる幕府再興のための軍資金のことです。。本来この軍資金は江戸城に保管されているものでしたが、明治新政府が調べにいったところ金蔵は空でありここから埋蔵金伝説の始まりとなりました。
。しかし 1867 年からおよそ 150 年以上経過しているのにも関わらず、現在までに 埋蔵金として発掘された品は少なく 6 ～ 7 個ほど しかありません。（黄金像、理解できない文字が書かれた銅板、銅製の橙明皿など）。テレビで特番として組まれていた発掘作業でも手がかりとなるのは発見されていませんので、存在するとなるとほぼ当時と変わらぬ状態で埋まっているでしょう。また、もしあるとすれば金額は現代のお金で換算すると 500 ～ 3000 憶円に登り、 とてもロマンのある都市伝説 となっています。
。何故発見されないのか。。では膨大な量の埋蔵金はなぜ見つけることができないでしょうか？。理由としては 3 つ挙げることができます。場所が違う。。第一に考えられる理由としては文献などの残されている場所とは全く違う場所に眠っているということです。埋蔵金は最初「井伊直弼」により「群馬県赤城山麓」に埋蔵することが決められており、桜田門外の変で有村次左衛門の手によって井伊直弼が殺された後は「林鶴染」に引き継がれたとされています。現在までに赤城山での発掘は幾度も行われており、時には金属などに反応するレーダーなども使用して発掘は続けられていましたが見つけることができていませんので場所が違うのはないかという見解もあります。
埋められていなかった。。ロマンを壊すようで申し訳ないですが、ここまで見つからないとなるとそもそも 徳川の埋蔵金などは存在しないという理由も考えられます。。当時の幕府は財政難にあっていましたのでまとまった金額の資産を保有していたとは考えにくく、埋蔵金があるというデマが流れてしまい尾ひれが時代を超えて悪化していった可能性は大いにあるでしょう。ですが様々な文献が存在するため 存在自体を否定することは難しい のが事実です。すでに発見されている。
。可能性は低いですがすでに何者かの手によって徳川の埋蔵金は発見されているパターンもありえます。当時から赤城山では様々な人により発掘作業が行われていましたので、たまたま見つけた人が他の人にとられないようどこかに隠して保管してしまったかもしれません。しかし突如金持ちになった家などの情報はありませんので、 3 つの中で可能性は一番低いでしょう。今後は発見されるか。。今後徳川埋蔵金が発見される可能性は 0 ではありませんが限りなく低いといえます。
すでにお金をかけた最新技術での発掘作業もされていますので、これ以上大掛かりな調査は行われにくいでしょう。また見つかったとしても国に押収される可能性もあるため一攫千金の可能性は低いです。もっともまだまだホットな都市伝説であるため、名乗りを上げる者たちがいるかもしれませんが…。日本の各地に残る埋蔵金伝説。日本には古来から埋蔵金伝説が多く語られている国です。そもそも、海外からも『黄金の国ジパング』と呼ばれていたほどであり、実際に金の採掘も盛んに行われていました。
