In October 2019, a video sparked controversy, especially in the United States. It showed mounted police officers arresting a Black man and leading him with a rope as they walked.
The incident itself took place in August 2019, but many people reacted by saying it looked as if the man were being treated like a slave. Some may think slavery belongs only to the past, but even today, there are many people in Africa who are reportedly forced into conditions that resemble slavery.
Here are three countries where modern slavery and human trafficking have been reported, along with efforts being made to confront the problem.
Men Enslaved in a “Religious School” in Nigeria
In September 2019, major news organizations including AFP and the BBC reported a disturbing case from Nigeria. Local police discovered and rescued adult men and boys who had been held in conditions described as slavery.
The number was shocking: around 300 people. Many had been chained, and reports said some had suffered beatings and sexual assault.
Why had so many people remained hidden for so long? According to reports, the facility presented itself as a religious school, with another role as a rehabilitation center. Its public explanation was that the people inside were there for “reform.”
Children sent to the school reportedly had very few chances to meet their parents. Even when meetings were allowed, they could only take place in areas designated by the school.
After the case came to light, seven people believed to be teachers at the school were arrested. Police told the media, “As you can see, this was neither a rehabilitation center nor a religious school.”
A Slave Trade Revived After Revolution in Libya
In Libya, a country on the Mediterranean coast, the slave trade has become a serious issue.
The reasons people fall into slavery vary. Some are reportedly captured by Arab traffickers, while others are deceived by false promises that they will be able to work in Europe. In 2017, CNN obtained footage that appeared to show a slave auction taking place in Tripoli, the capital of Libya.
One reason this crisis is said to have worsened is the collapse of the Gaddafi government during the Arab Spring. Under Gaddafi, Libya had an agreement with Italy: in exchange for compensation connected to Italy’s colonial rule, Libya would work to prevent refugees and migrants from leaving the country.
After Gaddafi’s government fell, that agreement effectively ended. With no stable system in place to control the movement of refugees and migrants, traffickers are believed to have exploited the chaos, creating conditions in which slave markets could emerge.
For travelers, Libya remains an extremely high-risk destination. Anyone considering travel should check current government advisories and avoid conflict zones, detention centers, smuggling routes, and any situation connected to illegal migration networks.
Enslaved Over a Debt of About 2,000 Yen in Ghana
The problem is not limited to Nigeria or Libya. In Ghana, located in West Africa, reports have described the use of forced labor in illegal mines.
Worker safety is often ignored. In some cases, people are said to work in environments involving mercury, a substance harmful to the human body.
Some workers are reportedly sold by relatives. Others are forced into inhumane conditions because they cannot repay a debt of only about 2,000 yen.
Travelers should never enter illegal mines or attempt to investigate such sites independently. These places can be dangerous, criminally controlled, and environmentally hazardous.
The Photographer Who Documented Modern Slavery
The photographer who brought attention to forced labor in Ghana’s illegal mines was Lisa Kristine.
For 28 years, she photographed people around the world who were living in slavery-like conditions, as well as the environments surrounding them. A video of her TED talk is available on YouTube, where she discusses the harsh labor conditions she witnessed, along with the emotions behind her photographs.
Efforts to Rescue People From Modern Slavery
Today, many organizations are working to address modern slavery. The NGO Save the Slaves has worked to help women and children forced into slavery-like conditions.
Lisa Kristine herself began photographing modern slavery after speaking with people connected to Save the Slaves.
In the United Kingdom, an app has also been created to allow people to report suspected slavery anonymously. Because reports can be made without revealing the whistleblower’s identity, it is harder for perpetrators to discover who spoke out.
Modern Slavery Also Exists in Japan
This may sound like a problem far removed from Japan, but Japan is not unrelated. There are people in the country who are treated in conditions that resemble slavery.
According to a 2016 report by an Australian human rights organization, Japan ranked 25th out of 167 countries. The report stated that about 290,000 people living in Japan were in conditions of modern slavery.
Depending on how the situation develops, Japan’s own modern slavery problem may receive much wider attention in the future.

2019年10月、とある動画がアメリカを中心に物議を生んでいることを知っていますか。内容は馬に乗った警官が黒人を逮捕し、ロープで繋いで歩かせるというもの。この事件は2019年8月に起きたものだが、「 まるで奴隷のように黒人を扱っている！」という声が多く上がりました。「奴隷は昔のこと」と考えている方もいるかもしれませんが、現代でも アフリカでは奴隷のような扱いを受ける人々が数多く存在 します。そこで今回は、アフリカにある3つの国で起きている奴隷問題や解決への取り組みについて紹介します。
。公開日：2019年11月2日 更新日：2020年3月8日 。「神学校」で奴隷となった男たち（ナイジェリア）。AFPやBBCといった有名な報道機関が、2019年9月にあるニュースを報道しました。それはナイジェリアにて奴隷状態であった成人男性や少年を地元警察が発見して救出という内容です。ただ、その数が300人と非常に多い上に、多くの人が鎖を繋がれて暴行やレイプを受けていました。なぜ300人という多くの人がすぐに見つからなかったのか。それは奴隷状態で監禁していた施設が神学校（リハビリ施設としての一面も）だったためであり、表向きの理由も「 更生のため 」とされていたためです。
ただ、神学校へ入った子どもが親と会う機会はほとんどなく、その上学校が決めた場所でしか会うことができませんでした。この事件が発覚した直後、神学校に勤めていた教師と思われる7名を逮捕。。警察もメディアに対して 「ご覧の通り、この施設はリハビリ施設でも神学校でもなかった」 と証言しています。革命によって蘇った奴隷商売（リビア）。。地中海に面しているリビアでは、奴隷商売が大きな問題となっています。。奴隷になる理由は様々であり、アラブ人に捕まったり、ヨーロッパで働けるという嘘に騙されてしまったりなどがきっかけで奴隷に2017年にCNNが入手した映像には、 リビアの首都であるトリポリにて奴隷オークションが開催されているシーン が撮影されていました。
。。このような奴隷問題が発生した背景には、アラブの春によってカダフィ政権が崩壊したためと言われています。カダフィ政権ではイタリアに植民池として支配した際の賠償金を支払ってもらう代わりに、リビア難民が国外逃亡しないようにするという協定を結びました。しかし、カダフィ政権が崩壊したために協定関係も終了。。その結果、難民をせき止める存在がなくなり、その状態を悪用した形で奴隷商売が生まれたのではないかと考えられています。2,000円ほどの借金で奴隷に（ガーナ）。
。ナイジェリアやリビアは北アフリカですが、それ以外のエリアでも奴隷問題が起きています。西アフリカに位置するガーナでは、違法鉱山で奴隷を使っていると報道されています。労働者の安全性は考えられておらず、中には 人体に有害な水銀の中に入って作業を行わなければいけない場合 も。彼らは親戚に売り場されたり、 2,000円程度の借金が支払えなかったりなどの理由で非人道的な扱い を受けています。世界各地の奴隷を撮影したカメラマン。このガーナの違法鉱山における奴隷を報道したのは、リサ・クリスティンという女性カメラマンです。
彼女は28年間にわたって世界各地で、奴隷のような扱いを受けている人物やその環境を撮影。YouTubeでは、彼女がTEDに出演した際の映像が公開されています。映像の中では彼女が撮影した写真と共に、過酷な労働環境や撮影時の心境などが語られています。多くの現代奴隷を救うために。。このような奴隷問題を解決するために、現在では様々な取り組みが行われています。NGO団体であるセーブ・ザ・スレーブでは、奴隷のような扱いを受ける女性や子どもたちを救う取り組みを実施。
上記で紹介したリサ・クリスティンも、セーブ・ザ・スレーブ関係者と話したことをきっかけに奴隷を撮影するようになりました。また、イギリスでは奴隷のように扱われていることを内部告発するアプリが登場。。匿名で告発できるため、告発者の存在が加害者にバレにくくなっています。現代の奴隷は日本にも。。今回は、現代の奴隷問題について紹介しました。日本には関係のない話と思うかもしれませんが、この国にも奴隷のように扱われる人々が少なからずいます。。2016年にオーストラリアの人権団体が発表したレポートによると、日本は167カ国中25位にランクインする結果に。
