Qin Shi Huang, the First Emperor of Qin, remains a deeply debated figure even today. But what exactly is he judged for?
His most famous achievement, of course, was the first unification of China. Yet his reputation also rests on the political reforms he carried out after that unification. Qin Shi Huang completed the conquest of China at the age of 39. Ten years later, at 49, he died. In other words, the period in which he could truly reshape the state lasted only about a decade.
In those ten years, he pushed through a series of reforms intended to unify the way the country was governed.
The Creation of the “Emperor”
In 221 BCE, after years of warfare, Qin Shi Huang unified China and began reorganizing the political order. One of his most striking reforms was the creation of the title “emperor.”
Before Qin unified China, no single ruler had ever controlled the entire realm. To define this new position, Qin Shi Huang looked to mythology. Ancient Chinese legends spoke of the “Three Sovereigns and Five Emperors,” legendary rulers of remote antiquity. Qin Shi Huang created a title that placed himself on a level with those mythical beings.
This was not just a matter of prestige. It was the first step toward replacing the older feudal system with a fully centralized state.
The Commandery and County System
Under the feudal system, power was scattered across different regions. Qin Shi Huang feared that if local rulers retained too much authority, war, civil unrest, and rebellion could break out again. To prevent this, he introduced the commandery and county system.
Li Si, a major Qin statesman who also appears in works such as Kingdom, is said to have advised him on this policy. Under the older feudal order, smaller states survived by showing submission to larger ones, but they still remained independent political entities.
Qin Shi Huang rejected that structure. By introducing commanderies and counties governed through the central authority, he helped lay the groundwork for the idea of a unified “Chinese” people. One of the major achievements often associated with this reform was that it allowed officials to be appointed based less on hereditary rank and more on ability.
Standardizing the State
Before unification, the Warring States period had left each region with its own currencies, measurements, and administrative customs. Once Qin became a single unified state, Qin Shi Huang and Li Si moved to standardize this infrastructure.
The most important standardization is often said to have been writing. Chinese characters were already in use across the different states, but unifying the script made it easier to clearly identify laws, measurements, records, and orders throughout the empire.
One bronze edict plaque records the policy in this way:
“In the twenty-sixth year, the emperor brought all under heaven together. The feudal lords and the common people were brought peace. He established the title of emperor. He then ordered the chancellors to set the laws for measures and weights, and to unify anything that was unclear or uncertain.”
Massive Construction Projects
The most famous construction project connected to Qin Shi Huang was the early foundation of what would become the Great Wall. Although he had unified China, the northern frontier remained vulnerable to invasion, so work began on fortifications said to extend 400 li.
The general Meng Tian, another figure familiar to readers of Kingdom, was assigned to northern defense.
Qin Shi Huang also developed transportation networks linking north and south. One major project was the Lingqu Canal, a large canal that still exists today.
For travelers interested in these historic sites, it is best to visit maintained public areas, museums, and official routes. Ancient walls, canals, and tomb-related sites can be fragile or restricted, and entering closed areas can be dangerous and illegal.
The Mausoleum and the Terracotta Army
The project that helped turn Qin Shi Huang into a near-legendary figure was the construction of his own tomb: the Mausoleum of the First Qin Emperor.
It is widely believed that work may have begun as early as 247 BCE, when he first became king of Qin. In 1974, farmers discovered the Terracotta Army, the famous underground army of life-sized figures associated with the mausoleum.
Although this project is often viewed as something built for the emperor himself, the roughly 8,000 detailed statues preserved there have also become an invaluable source for modern researchers studying the culture, military organization, and craftsmanship of the Qin period.
Ten Years of Achievement, Then Collapse
Later scholars have judged Qin Shi Huang in many different ways. What is clear is that after unifying a vast territory, he carried out an extraordinary number of reforms in only about ten years.
At the same time, these reforms are often linked to an intense concentration of power. In his later years, Qin Shi Huang is also said to have searched for an elixir of immortality and taken part in rituals that appear connected to shamanistic beliefs or occult practices of the time.
After his death, one of his sons, Hu Hai, became emperor. But the Qin state quickly weakened. In 207 BCE, during the turmoil later made famous through the conflict between Xiang Yu and Liu Bang, the unified Qin order effectively collapsed.
That was only 15 years after Qin Shi Huang, born Ying Zheng, had unified China.
