Do you ever watch late-night TV? This rumor comes from the days before Japan fully switched to digital broadcasting. Back in the analog era, after late-night programs ended, the screen would often turn to static.
According to one urban legend, a strange program once began after the regular broadcasts had finished, appearing in the middle of that static. It became known as the NNN Emergency Broadcast.
The unsettling part of the story is what the program allegedly showed: the names of “tomorrow’s victims.”
What Is NNN?
So who would be behind something called the NNN Emergency Broadcast?
NNN refers to Nippon News Network, the news network associated with Nippon TV and its affiliated stations across Japan. It exists for member stations to share reporting and news information.
Its affiliates have included stations such as Sapporo Television Broadcasting, Aomori Broadcasting, TV Iwate, Miyagi Television Broadcasting, Akita Broadcasting System, Yamagata Broadcasting, Fukushima Central Television, Nippon Television Network, Yamanashi Broadcasting System, TV Niigata, TV Shinshu, Shizuoka Daiichi Television, Kitanihon Broadcasting, TV Kanazawa, Fukui Broadcasting, Chukyo Television Broadcasting, Yomiuri Telecasting, Nihonkai Telecasting, Hiroshima Television, Yamaguchi Broadcasting, Shikoku Broadcasting, Nishinippon Broadcasting, Nankai Broadcasting, Kochi Broadcasting, Fukuoka Broadcasting, Nagasaki International Television, Kumamoto Kenmin Television, TV Oita, TV Miyazaki, and Kagoshima Yomiuri Television.
In other words, NNN is a real nationwide news network. The “emergency broadcast” described in the rumor, however, is treated as an urban legend.
What the Broadcast Allegedly Shows
The rumored content is simple but deeply eerie.
A dark piece of music plays over footage of what looks like a waste treatment facility. Names then appear on the screen one after another, scrolling like end credits.
At the end of the broadcast, a single line is allegedly spoken or displayed: “These are tomorrow’s victims.”
The entire program is said to have an uncomfortable, ominous atmosphere from beginning to end.
Reported Sightings of the NNN Emergency Broadcast
One story says the broadcast began suddenly after a late-night program ended.
A person came home from work and turned on the TV around 2:00 a.m., only to find static on the screen. Thinking there would be no programming at such a late hour, they were about to turn the television off.
At that moment, the image suddenly changed. A place resembling a garbage disposal or waste treatment facility appeared on screen.
Confused, the viewer kept watching. Then a caption appeared: “NNN Emergency Broadcast.” Against the same background, people’s names began to scroll one after another like movie credits.
Finally, a low male voice allegedly said, “These are tomorrow’s victims,” and the broadcast ended.
Another account involves a “green man” appearing on the screen.
In this version, someone had been working from home late into the night. Exhausted, they fell asleep with the TV still on. When they woke up, it was deep in the night, and the television was showing static.
Just as they reached to turn it off and go to bed, the static cut out and the room fell silent. Then, as their hand moved toward the power button, a green-colored man appeared on the screen.
They could not tell whether it was a still image or video, but they felt as if they had made eye contact with him. Terrified, they immediately turned off the TV.
Theories About the Legend
One well-known theory connects the rumor to the Japan Airlines Flight 123 crash.
The accident occurred in 1985 and was one of Japan’s largest aviation disasters, with more than 500 people losing their lives. It was reported nationwide, and NNN also continued covering it late into the night.
According to this theory, the names shown during those broadcasts may have left a strong impression on viewers. Over time, that memory may have transformed into the urban legend of a late-night broadcast listing the names of doomed people.
Another theory points to an obituary segment on Tochigi TV.
Tochigi TV has had a short program called Obituaries, lasting around five minutes. It is known as a popular local segment with strong viewership in Tochigi Prefecture. With cooperation from local municipalities, the segment reads obituary notices similar to those published in newspapers.
Some believe that someone who found this format memorable may have created a fake version of it, which then spread as the NNN Emergency Broadcast legend.
Final Thoughts
In the end, the details remain unclear, and no solid proof of the broadcast has been confirmed. Now that Japan has moved from analog to digital television, new sightings of this specific kind have become hard to come by.
Still, if such a broadcast really did appear in the middle of the night, it would be an extremely unsettling experience. Recreation videos and fan-made versions can be found online, but as with many internet horror legends, watch at your own discretion.

NNN 臨時放送の目撃情報 。。深夜番組終了後に突然始まる。仕事が終わり、テレビを見ようと思い深夜 2 時ごろにテレビをつけたところ、テレビ画面には砂嵐が映し出されていました。「こんな深夜に番組がやっているわけないか」とテレビを消そうとした瞬間に、突然画面が切り替わりごみ処理場のような場所が映し出されます。。疑問に思いながらも、画面にくぎ付けになっていると画面にテロップが映し出されます「 NNN 臨時放送」。さらに、ごみ処理場を背景に次々に人の名前がエンドロールのように流れていきます。
そして最後に「明日の犠牲者はこの方々です」と男性の低い声で読み上げられ放送は終了。：画面に緑色の男が映し出された。在宅仕事をしていた時の話。深夜まで仕事に追われてしまい、いつの間にか疲労で寝てしまい起きたころには深夜深い時でした。テレビをつけっぱなしで寝てしまっていたため、テレビには砂嵐が映し出されていました。テレビを消して寝ようと思った瞬間に、砂嵐が途切れ無音状態になります。電源を切ろうと手を伸ばした瞬間画面に緑色の男が現れました。静止画か映像なのかの区別がつかなかったが、目が合った気がして恐怖に襲われテレビの電源を切ったそうです。
NNN臨時放送の有力説 。。： 日本航空 123 便墜落事故説 。昭和 60 年代に起きた大規模な墜落事故です。500 人以上の方がなくなっており、全国区でこの事故についての報道がされました。NNN でも深夜にわたり報道を繰り返していました。その際に 表示されていた名前が視聴者の記憶に強く残りこの都市伝説が生まれたのではないか という説です。とちぎテレビ「おくやみ」の真似 。とちぎテレビには 5 分程度の「おくやみ」というコーナーがあります。
このコーナーは栃木県でも高視聴率を保ち続ける人気コーナーなのです。自治体協力のもと、 新聞等に掲載される「おくやみ」を読み上げる という内容です。これに印象を受けた人が勝手に作成してこの都市伝説を流したのではないかという説です。まとめ 。結局詳しいことはいまだに判明していないそうです。アナログから地デジに移行された現在では新たに目撃情報を得ることはできませんでした。もしこの話があったとしたら相当不気味な話で怖いですよね。再現動画等もネットで公開されているため、興味のある方は自己責任で観てみてください。
