Have you heard of East Timor? This article looks at what happened in that country and the refugees created by its long, painful history. It is presented as part of our series on refugees.

What Is East Timor?

East Timor’s official name is the Democratic Republic of Timor-Leste. It is an island nation in Southeast Asia. Its capital is Dili, and its official languages are Tetum and Portuguese.

East Timor is a relatively new independent country. A UN-supervised referendum was held on August 30, 1999, and, following the result, East Timor became independent from Indonesia on May 20, 2002.

A History of Colonial Rule

East Timor has a long history of foreign control. It was colonized by Portugal in the 16th century and later occupied by Indonesia in the 20th century. Although the modern state became independent in 2002, the roots of the region’s history are said to reach back as far as 2000 BCE.

After Portugal colonized East Timor in the 16th century, it later came into conflict with the Netherlands. As a result, Timor was divided into eastern and western parts. This division was formalized under the 1904 treaty between Portugal and the Netherlands.

Both sides, however, were colonies. Harsh exploitation took place, and uprisings occurred. The word “colonial rule” can sound milder than “occupation,” but in reality it was still occupation. Local people were effectively controlled by force and used almost like slaves.

During World War II, the Japanese military temporarily occupied East Timor. After Japan’s defeat, the territory returned to Portuguese control. There were movements toward independence at that time, but they were suppressed.

And the history of occupation did not end there.

In 1975, the Indonesian military began an invasion from West Timor. During this period, East Timor declared independence, but Indonesian forces took control of the entire territory and unilaterally announced its annexation. The United Nations did not recognize Indonesia’s claim, but East Timor remained under Indonesian occupation.

After many twists and turns, East Timor finally became independent in 2002. One of the major problems produced by this history was the refugee crisis.

East Timor’s Refugee Crisis

As of 2006, the number of refugees and internally displaced people in East Timor had reached 150,000. Although independence came in 2002, large numbers of displaced people still existed four years later.

Because East Timor is an island nation, about half of those affected were internally displaced, taking refuge within the country itself. Even after independence, East Timor suffered from political instability, violence, and extremely poor security conditions.

The United Nations provided support to refugees. But the deeper issue was that East Timor had been repeatedly subjected to unjust occupation, while the international community and the UN were unable to take concrete action to stop it.

Japan and other Southeast Asian countries also effectively tolerated Indonesia’s occupation of East Timor, perhaps while considering various diplomatic balances.

Three years before independence, in 1999, a direct vote was held under UN leadership. After the results of that vote were announced, chaos spread across East Timor. Around 70% of the country’s infrastructure was destroyed, and 500,000 people became displaced. Some people are said to have been forcibly moved.

It was later revealed that behind the violence were the Indonesian military and East Timorese police forces connected to them.

Later investigations found that genocide, assaults, and other serious abuses had occurred during the unrest.

What Does the UN Do When Refugees Are Created?

When refugees appear, it usually means war, violence, or severe unrest is taking place. Refugee crises almost never happen in peaceful conditions.

As East Timor’s case shows, the United Nations can provide a certain level of aid after refugees are created. But when the conflicts and riots that create refugees begin, the UN does not always have the power to stop them.

The same issue can be seen in other places, including Uyghur and Tibetan communities. Refugees may receive tents, blankets, sleeping mats, sheets, medical care, and food, but in reality the amount and quality of that aid is often far from sufficient.

In East Timor’s case, the earlier colonial rule was already deeply unjust. But if the United Nations had at least been able to stop the Indonesian military when it invaded, the 1999 violence might not have happened.

Conclusion

East Timor’s history is a history of occupation and colonial rule.

When the country moved toward independence, massacres and violence spread, and as many as 500,000 people were displaced. The United Nations and neighboring countries provided support to refugees, but before that, they were unable to stop the Indonesian military’s occupation of East Timor.

Murders and human rights abuses carried out within the balance of global power may be reported later. But the people who suffer them are not saved immediately.
