Most people living their everyday lives in Japan may never notice it, but some say the circulation of illegal drugs in the country has been increasing. One reason often given is that, compared with some other countries, Japan’s drug laws and enforcement are seen as less severe. This article looks at the idea of Japan as a quietly growing destination for drug trafficking.
Harsh Drug Laws Overseas
In parts of Asia, such as Malaysia and Singapore, drug laws are extremely strict. In some cases, possessing or bringing in only a few dozen grams of illegal drugs can reportedly lead to a death sentence. Depending on the case, execution may even follow very soon after the offense is discovered.
Under Japanese law, the most serious penalty is life imprisonment. Compared with countries that impose capital punishment for drug offenses, the punishment is considered much lighter.
Who Profits From Drugs?
Overseas, one group said to profit from the drug trade is anti-government guerrilla forces. According to this view, such groups sell drugs to buy military supplies, then use the money to continue fighting.
If Japan does not strengthen its laws and reduce the flow of illegal drugs, some argue that conflicts abroad could continue for longer as money keeps moving through these underground networks.
Why Bring Drugs to Japan?
As mentioned above, Japan is often viewed as a safer place for traffickers than countries where a small amount of drugs can lead to execution. The penalties are lighter by comparison, and Japan is also a wealthy, developed country with many potential buyers. For traffickers, that combination can make Japan seem profitable.
Becoming a Drug Mule Without Knowing It
There is also a disturbing story about how innocent travelers can be used. According to this rumor, smugglers secretly place drugs into the suitcase of a complete stranger, using that person to carry the drugs across borders without their knowledge. If the bag arrives safely, the smugglers later make up an excuse to retrieve the item.
If this happens in a country with extremely severe drug laws, an innocent person could face a terrifying situation despite having no idea what was in their luggage.
For travelers, the safest approach is simple: keep your carry-on bags with you at the airport, do not leave large luggage unattended, and never carry bags or packages for strangers.
Drugs Said to Be Common in Japan
The illegal drugs said to circulate widely in Japan can be roughly divided into two types.
The first is the “upper” category, such as cocaine and stimulants. These are associated with heightened mood, energy, and wakefulness. The source describes users as being able to stay awake for two or three days, partying or working without sleep.
The second is the “downer” category, such as marijuana and heroin. Unlike uppers, these are described as making the user feel unmotivated or sluggish, with a sensation close to being heavily drunk. Some people claim marijuana is not strongly addictive and is easy to quit, which may be one reason it is treated casually by some users. However, marijuana and other illegal drugs remain illegal in Japan and can lead to serious criminal penalties.
According to this article, uppers are more common than downers. One suggested reason is economic. In overseas slums, the story goes, people without money may steal from cars or commit other crimes to buy drugs. In Japan, where robbery is not easy to carry out, some users reportedly choose to work in order to afford drugs.
For that reason, downers can have the opposite effect of what these users want. Instead, they use uppers to stay energetic and keep working. This cycle is said to be one factor behind the growing demand for illegal drugs in Japan.
Where Do the Drugs Come From?
Where do stimulant-type drugs entering Japan come from? One persistent rumor points to North Korea.
According to this rumor, North Korea has proper factories producing stimulants at a state level, then transports them by ship and other routes into Japan. The money from this illegal trade is said to benefit North Korea, where it may be diverted into military spending, new weapons, and nuclear development.
If these stories are true, then reducing drug circulation in Japan would not only be a domestic issue. It could also be connected to larger international threats. For that reason, some argue that stricter Japanese drug laws may be important.

日本の法律だと、一番重たいもので無期懲役です。海外に比べると相当軽い刑罰になっているのです。麻薬で儲かるのは誰？。麻薬の売買で儲かるのは、海外では国の反政府ゲリラです。反政府ゲリラが軍事品を買うために麻薬の取引をおこない、その儲かったお金で戦争をしているのです。。日本の法律を厳罰化させ、日本での流通を減らさなければ戦争が長く続いてしまう可能性があるのです。なぜ日本に運ぶ？。先ほども言った通り、日本は海外諸国に比べて法律が甘いため、どこに運ぼうかと考えた時にたった数十グラムを持ち込んだだけで死刑宣告される国よりも罰則が軽い日本に持ち込んだほうが安全だし、日本は経済が発展していてお金持ちの人間が多いためそのほうが儲かると考えるからです。
知らず知らずに運び屋に・・・ 。とある話があります。それは他の国に麻薬を運ぶため、全く関係のない赤の他人のキャリーバックに気づかれないうちに麻薬を忍ばせ、運ばせるという手法が横行しているそうです。無事に運ぶことができれば適当な言い訳をつけ、その人から麻薬を再入手するのです。もしそれが麻薬に対して厳しい国だった場合、自覚がないまま処刑されてしまうという場合があります。海外に行く際は空港で手荷物を常に持ち歩き、大きい荷物からも目を離さないようするほうがいいかもしれません。
日本で多く流通している麻薬 。麻薬の中でも多く日本で流通しているものは大きく分けて２つほどあります。１つ目：アッパー系。アッパー系とはコカインや覚せい剤のことを言います。アッパー系は注入または吸入するタイプのもので気分が上々になり元気になります。２～３日睡眠をとらなくても大丈夫で、遊び狂ったり仕事をすることが可能です。２つ目：ダウナー系。ダウナー系とはマリファナ（大麻）やヘロイン。ダウナー系はアッパー系とは違い無気力になってしまいます。
お酒で泥酔したような感覚に一番近いとされます。マリファナ（大麻）は強い依存性はなく、簡単にやめられます。そのため気軽に始められるとして流通が多くなっていると考えられます。このように麻薬は効能が全く異なるのです。どちらかといえばアッパー系が多く流通しています。考えられる理由としては、海外のスラム街で取引を行う時は、お金がなければ車上荒らしをしてお金を得て麻薬を買うという構造になっているのですが、日本では簡単に強盗ができないため、麻薬をやるためには働くという選択肢を選ぶ人が多いそうです。
そのためダウナー系は逆効果になってしまいます。多く働くためアッパー系を使用してハイテンションの状態にして働くといった構造になっているのです。このようなことが行われているため日本では麻薬の需要が増えてきているのです。どこから麻薬が流れてくる？。アッパー系である覚せい剤はどこから流れてくるのでしょうか？。それは北朝鮮である。北朝鮮ではちゃんとした工場が用意されていて、国家ぐるみで覚せい剤を作り、船などで日本に運び蔓延させているという噂があります。
。もちろんこの麻薬取引で儲かるのは北朝鮮であり、儲かったお金を軍事費に回し新型兵器や核兵器の開発に利用しているのです。世界を脅かす存在を撲滅させるには 日本の法律の厳罰化が重要 なのかもしれません
