Mizumoto Park in Katsushika Ward is often described by ghost-spot fans as one of the area’s most frightening haunted places. Rumors connected to the park include a woman’s ghost and a headless motorcyclist. At the same time, by day it is a beloved local park, popular with families and known for its wide, nature-filled grounds.
This article looks at Mizumoto Park’s history and the eerie stories associated with it. If you visit, treat it as a real public park: follow posted rules and hours, stay on open paths, and never enter closed-off facilities or unsafe areas.
History of Mizumoto Park
The area was originally part of the floodplain of the Old Tone River. After Tokugawa Iemitsu’s Edo River improvement project led to the abandonment of the old river channel, Koai Village, which later merged into Mizumoto Village in 1889 and then into Katsushika Ward in 1932, received permission from the Edo shogunate to reclaim the land for farming. The stored water in the area was managed as Koaidame.
In 1940, Mizumoto Ryokuchi green space was planned as one of the projects commemorating the imperial year 2600. By 1942, 168 hectares had been purchased, but development was interrupted by the Pacific War. After the war, 150 hectares were released to cultivators under the Act on Special Measures for the Creation of Owner-Farmers.
In 1957, a revised city plan relaunched the site as Mizumoto Park under Ministry of Construction Notice No. 1689. Land acquisition began in 1959, and by 1964, 8 hectares had been acquired and developed. The park officially opened on April 1, 1965. In 1968, it was designated as a Meiji Centennial Memorial Park.
By 1987, the Memorial Plaza and the Metasequoia Forest had been developed in stages. As a town name, Mizumoto Park was established in 1981 when the residential address system was implemented, using parts of the former Katsushika Ward neighborhoods of Mizumoto Koai-kamicho, Mizumoto Koai-cho, and Mizumoto Koai-shinmachi.
Reported Ghost Stories and Experiences
Three main rumors are often associated with Mizumoto Park.
1. The Headless Rider
According to the legend, local residents once strung piano wire in an attempt to stop motorcycle gangs. A rider was said to have hit the wire and died after being decapitated.
This incident is rumored to have actually happened in the 1980s, and the park is sometimes called the birthplace of the Headless Rider legend. Within the park, there is said to be a road known as Thunder Road, where one member of a motorcycle gang supposedly lost his life in this way.
2. The Cursed Phone Booth
Another rumor involves a phone booth where a woman’s ghost is said to appear. Despite the park’s enormous grounds, this was described as the only phone booth inside the park. A lone public phone standing in an otherwise empty-looking spot can feel unsettling, especially after dark.
3. The Cursed No. 10 Toilet
There is also a story about a restroom in the park that was allegedly sealed off with metal plates, where the spirits of a parent and child are said to appear.
Mizumoto Park is very large, with restrooms located throughout the grounds. These restrooms are said to have been numbered, apparently from 1 to 11. According to one rumor, a suicide occurred at the No. 10 restroom, which was later demolished and rebuilt. Another version of the story claims there is no No. 10 restroom at all.
A Reported Experience at Mizumoto Park
The following account is about a man referred to here as Mr. A.
Mr. A had a son in the upper grades of elementary school. The boy sometimes rode his bicycle to Mizumoto Park, where he would play with friends and go fishing.
One Friday night, Mr. A came home from work and found his son getting ready to go out. When he asked, “Where are you going this late?” the boy, looking close to tears, explained that he had left a box of fishing gear in the park and wanted to go retrieve it.
It was already past 10:00 p.m. Mr. A could not let a child go alone at that hour, so he decided to accompany him.
At night, the park was naturally quiet, with very few people around. They crossed the wide grounds diagonally and went deeper into the park, heading toward the waterside where the boy had been fishing earlier. Using a flashlight, they searched the area.
Fortunately, they found the fishing gear box quickly. As they started back the way they had come, the boy said he needed to use the restroom and ran into a nearby public toilet.
He came back out soon afterward. That was when Mr. A says he saw something impossible.
“I saw a tall woman following right behind my son. It was strange enough that she came out of the men’s restroom with him, but even though it was night, only her face was completely black, and I couldn’t see anything there. I immediately knew: this is bad.”
Mr. A grabbed his confused son’s hand and ran out of the park as fast as he could.
“While we were running, I looked back just once. The woman was standing in front of the restroom, and her body looked half-transparent. My son saw it too, so I’m certain it wasn’t just some kind of hallucination.”

Final Thoughts
People who claim to be spiritually sensitive sometimes say they can see a woman in red or other female apparitions at Mizumoto Park. For horror fans, the park remains a well-known name in Tokyo ghost-spot lore.
Still, Mizumoto Park is also a real community park used by families, cyclists, anglers, and local residents. If you go, visit respectfully, avoid risky late-night exploring, do not disturb other park users, and stay away from any closed or restricted areas.
